Caesar II's housing capacity, and why it jumps
The Housing page's People column is filled for all 32 rungs, read from the reconstruction's per-rung people table.
Per tile, not per house
The table the census reads, houses_to_people, holds a figure per tile. The census adds it once for every map cell that is a house, and a house writes its type into every cell it covers, so a 2×2 house holds four times its figure and a 3×3 house nine times. The Housing page shows the whole-house total, which is why the column goes from 45 at the last 1×1 rung to 400 at the first 2×2, and ends at 4,500 for the Small Palace.
