Housing ladder

Two ladders. Common housing runs seven rungs from a hut to a townhouse and holds sixty people at the top; elite housing runs four more, from a residence to an estate, on a four-by-four plot. Zeus is the one game here whose ladder took two sources to assemble, and they check each other.
